The Metropolitan Washington Council of  Governments holds an annual Foster Parent Appreciation Gala. At this event COG recognizes and honors outstanding foster parents. This video was used at the gala to pay tribute to the individuals that were chosen as the DC Metro area s outstanding foster parents.
